Todd joined Poyner Spruill on June 1, 2014 from Bode Hemphill, LLP. His practice in Health Law involves representing health care providers, with an emphasis on Certificate of Need law. His practice focuses on health care strategic planning issues, assisting clients in developing health care development strategies under the Certificate of Need law, negotiating health care transactions, and litigating Certificate of Need awards and denials. He also represents health care clients on licensure and certification issues, including appeals challenging certification and licensure survey decisions and penalties.

His clients include hospitals, ambulatory surgery centers, dialysis facilities, diagnostic imaging facilities, nursing home, home health providers, adult care homes, hospice facilities, physician groups, and other health care providers.

Representative Experience

  • Represents health care providers in the Office of Administrative Hearings, North Carolina Superior Courts, North Carolina Court of Appeals and North Carolina Supreme Court, and various Federal courts regarding Certificate of Need decisions by the North Carolina Department of Health and Human Services
  • Advises health care clients on facility and practice acquisitions, sales, contracts, and leases
  • Represents nursing facilities and adult care homes in appeals challenging federal certification and state licensure survey decisions and penalties
  • Has tried numerous cases in District and Superior Courts and before the North Carolina Office of Administrative Hearings
